Reports claiming that preparations for war are underway in Türkiye have been denied (Ria Novosti)

In a statement issued on Saturday, the Centre for Combating Disinformation (DMM) of the Turkish Presidency’s Directorate of Communications said that various claims suggesting that the appointment of Heads of Departments for Emergency Situations and Defence Planning is part of Türkiye’s preparations for war do not reflect the truth.

A decree by President Recep Tayyip Erdoğan appointing Heads of Departments for Emergency Situations and Defence Planning in all ministries, except the Ministry of Defence, was published in the Official Gazette on Saturday.

In its statement rejecting the claims regarding the appointments, the Centre for Combating Disinformation (DMM) said, "These posts, which have been established within the central organisations of the ministries and for which appointments have been made, were instituted by a Presidential Decree issued in October 2025 to strengthen coordination among public institutions in processes related to disaster and emergency preparedness, civil defence activities, and mobilisation.” This arrangement is part of the institutional structuring aimed at enhancing crisis management capacity in public administration. Therefore, contrary to the claims, the appointments in question do not indicate any preparation for war; rather, they merely constitute the implementation of a previously planned institutional arrangement aimed at strengthening inter-agency coordination in the fields of disaster management, emergency response and civil defence."

The DMM statement also noted, "The public is strongly urged not to lend credence to manipulative and false content aimed at creating fear and panic.”  

Türkiye’s Minister of Defence, Yaşar Güler, said on Friday that he believes the likelihood of a military confrontation between Türkiye and Israel is currently extremely low.
